What would most accelerate this
Three things, in order: archive mine plans for the ground in question, historic water test results from any year, and professional time from specialists willing to review what has been assembled.
None of the outstanding work is technically difficult. All of it is standard practice for the disciplines involved. What it needs is access, records and qualified people.
